I use TAROM many times between London Heathrow to Bucharest.
I quite like TAROM because they the the 23kg check-in luggage included, have comfortable seats (1.75 cm tall), and drinks included and food.

Is not the best airline when comes the be up-to-date with technology and quality of service, but definitely better than many other such as TAP, LOT, SAS, AIR BALTIC, on short flights (Europeans Route).
